This is a request for your opinion will tell us which funding option to pursue. This is important because we are asking to raise the community membership dues to fund improvements for your neighborhood.

Dear Neighbor

The $25 Special Benefit Tax District dues that are used to maintain the Manhattan Beach community owned areas, including its beaches and clubhouse are inadequate to cover the costs we are incurring. While the dues have not increased in 17 years, all costs have increased.
While we are all aware of today’s economic realities, we as neighbors are in the unfortunate and unpopular position of needing, at a minimum, to raise the community tax enough to cover the annual shortfall, which amounts to $ 12,600, or $ 21 per property. At a bare minimum we need to fix the clubhouse (roof, windows, fans, safety lights, fire code changes, etc..), start work on the beaches (clean up, remove trash, initiate beach improvement plans).
While discussing the need to raise additional revenue, a considerable number of your neighbors have expressed an interest in making improvements to the community beaches. Many inquired into the possibility of funding expanded community facilities and replacing the clubhouse(a chicken coop from the 60-70’s), bringing Manhattan Beach closer to par with some of our surrounding communities.
If we collectively decide to fund improvements to the community infrastructure, it is not unreasonable to expect that the improved amenities would make Manhattan Beach an even more desirable place to live, and have a positive impact on property values.
As neighbors, and regardless of what level of funding is decided on, it appears that we will need to change the Manhattan Beach bylaws to add language to allow us to insure that there is proper oversight on any additional monies collected for an improvement fund.
Wouldn’t it be best if we all had a voice in what changes we make? Please let your voice be heard!

Option C build a community fund that has ability to purchase a more suitable property when a property becomes available and builds new clubhouse. Community donates property to homeowners that want to build community pool. Change bylaws so all monies over initial $25 are only spent on community assets(clubhouse, beaches, beach access roads, piers) Change bylaws so that in addition to a 50% refund for Seniors over 65 the community will also refund 100% for families that face property tax foreclosures.	$175/year for 20 years.	_______________
Option D, same as Option C but also build pool that supports swim team	$320/year for 17 years.	________________
New! Option F Fix clubhouse. Fix and update beaches. Create minimum community asset improvement fund. Change bylaws so all monies over initial $25 are only spent on community assets(clubhouse, beaches, beach access roads, piers)	$75 for 3 years and then drop back to $50	_______________
