The MBCA meeting was called to order at 8:00 pm. Minutes from September 2009 were approved. .

Beaches - Augie Pasquale’s report-
We are turning down the Chesapeake Trust Grant $25K because we have been approved for $47 K grant from the National Fish and Wildlife Foundation. A $10K community commitment is required by Fish and Wildlife grant (same as was in the Bay Trust grant). The plan is to install grills at Dividing & Oak Grove beaches, and at all 3 beaches bike racks and benches. The jetties will be back filled with sand on both sides 15ft. We need volunteers over a 3-4 week period in late October and early November to dig footers and pour cement. Need 8 people. Mike Frye will send out email to neighbors asking for help on Saturdays for 2 hours and Sundays for 2-3 hours. Augie has submitted pier extension permit forms twice and they keep giving him the wrong forms. Mike Frye will take over the process for getting the pier permit for the extension. In the spring they will attack the next phase with the jetties.
Old business
Rick Marsalek asked Mike Frye about Mandarin. Mike sent a letter to Mandarin requesting that they write off our accounts receivable. Mike Frye will give a copy to the secretary, Renee Layshock. Rick M will follow up with Joel about the status of encroachment issues. Rick approached Al Johnson of Greater Severna Park Community about the encroachment issue. Mike F. suggested budgeting for a handful or survey stakes. We need 3 to 4 places at the beaches and road. Estimate is $500/stake and 3 beaches doing 4 corners. Mike and Augie will get quotes for this. Don Woods said we may need to have a survey done and should budget for this.
Kate Holmes will call AA county about the labels. Last year they emailed us a pdf file so we can mail out budget.
The Fall festival is October 10th 4-8pm. Michele Frye is spear heading this.
Rick M gave Manhattan West kudos for the work in the clubhouse. Suzy Jones got ceiling fans donated and the band installed.
Crime report- Rick M Keep garage doors closed and lock up cars. Remove valuables. Mark Sheid said homeowners should be careful with outside contractors. Check them out on Maryland Judicial Search to see if they have criminal records.
Boat Slip- the person renting the slip would like to buy it- per Rick M. Carl said the purpose of owning the slip is to have a voice at Magothy Marina. Bill Stark attends Magothy Marina meetings and we have a vote on the board. Richard McClelland strongly believes we should keep the slip. Is a formal vote needed to sell the boat slip as it is community property? Mark Shed said that Article X subsection C in the Bylaws requires a majority vote to sell. Rich was directed to tell renter we are not interested in selling at this time.
