MBCA May 4, 2010 Meeting Minutes

The MBCA meeting was called to order at 8:00 pm.
Secretary’s Report- April 6, 2010 minutes were accepted. Update from April 6 meeting Mike Frye
added a link at the bottom of the web site for Suspicious Activity and added a link to the DPSCS sex
offender site. Rick still needed to follow up with Augie on beach surveys. No spraying will be done
for mosquitoes, Carl was going to write something up about an approach. The boat ramp repair was
completed by Mike Frye and Bob F at no cost to the community. Rick called Cathy Vitale’s office
about repaving the roads and speed humps and left two messages.

Treasurer’s report- Kate Holmes
Tax Benefit Fund- $15,167
General Fund- $59,663
Boat Ramp fund-$2,371
CD- $8,429
Money Market –Improvements-$44,348 ($17,610 was received in Tax Benefit Checks and was
deposited in Restricted Money Market Fund.

A motion was made by Kate Holmes to combine checking accounts for the general fun and the boat
ramp fund. Rick Marsalek seconded the motion. 14 out of 17 voted for the combined fund. Motion by
Rick M to accept treasurers report, Bill Stark seconded.

Question from Jerry Ridgeway, Do the people in the Mandarin homes pay the special tax rate fee
for MBCA? Bill Stark asked if it is , is it part of their condo fee and paid as 1 parcel or individual
residents? Mike Frye and Bill Stark to look into.

Old Business – Grant Report- Augie P

On May 19th the county is supposed to come to take asphalt away for the Cypress Beach project. Keith
Underwood will be taking out the asphalt. Volunteers are still needed for Sat/Sun/Mon of Memorial
Day weekend from 9am-3:30, any amount of time.

Augie has a name of a beach surveyor and will give to Mike Frye do to the 4 survey points.
Approximately $500 per stake. Mike Frye had made a motion in the fall 2009 to allocate $2500 for
this. Mike will follow up on it. Kayak racks ($125 each) are being put in for Dividing Road and
Oak Grove Circle. Post holes need to be dug and bolts put in. $1600(already budgeted) for the swim
platform).
Rick Marsalek brought up a concern about legal issues with the swim platform and suggested signs
be made up for the beaches. Renee Layshock made a motion that signs would read “MBCA not
responsible. Swim at your own risk. MBCA residents and guests only” Rick 2nd the motion. Renee
will contact Sue Jones about getting quotes for the signs. Five signs at $30 each for the 4 beaches and
the boat ramp were approved by all 17 members present.
We have three projects that need action, the Boat ramp $16K, Dividing Road Jetty $16 K, and

Dividing Jetty $10K. Mark Sheid made a motion to start with the Boat Ramp project first. Mike Frye
seconded the motion. The motion was approved.

Steve Bishop reported some vandalism at the boat ramp. Someone injected something into the lock.
The lock had to be rebuilt for $260. A report was not filed with the police.

Old Business-
Mike Frye made a motion to accept the officer’s positions as follows

Mike Frye – President
Mark Sheid- Vice President
Kate Holmes – Treasurer
Renee Layshock – Secretary

Mark Sheid 2nd motion. All 17 members present voted yes to accept the motion of officers.

Rick M will be our representative to the Greater Severna Park meetings.

New Business-

Mike Frye commented that the Dennis Gosewisch property on McKann/Community is zoned as
Marina. He is in the process of subdividing it into 4 lots.
The Marina wants to build a larger pool. If MBCA had the Gosewisch property we might be
able to work in kind with the Marina as that property is across the street from the Marina. Rick
M asked what the property is worth undivided. This needs to be checked. The MBCA tax benefit
could get a loan. Susan Veccia asked before nay decision to buy property we need to have a
plan. What would community do with old clubhouse and how would new property be used. Mike
Frye mentioned that we might need to resend the survey of ideas on how the property would be used.
It is all just discussion right now.

Augie said that the Run Off and Explore Your Watershed is being held on June 12, 2010 from 10 Am
to 12 pm at Cypress Beach Road Beach with Pat N and Steve F. Can the community provide a bout
$200 for hamburgers, hotdogs and sodas? Mike Frye said yes we can allot the dollars.

Don Wood mentioned that Ferry Point Marina wants to liquor sales from Beer& wine plus spirits and
be open 7 days a week from 6 am to 2 am. Don and Brian Oates attended the meeting. Don suggested
that in consideration they cut back sales to 6 am and 11 pm and restrict liquor sales only with food
purchases and no live amplified music.

Follow up action items:

Kate Holmes and Mark Sheid said that Mandarin was not on the Tax Benefit Mailing list. Renee will
ask Kathy Buller to look into and see if they are paying dues.

Mike Frye will work on getting the variance for the boat ramp since we are close to the marina.

Mark will follow up with ordering the Cypress survey.

Mike Frye will distribute Carl N mosquito report.

Renee will follow up with Suzy about 2 no parking signs for in front of the pumping stations.

Meeting was adjourned at 9:15 pm.
