MBCA Meeting Minutes – 5 October 2010
The regular meeting of the Manhattan Beach Civic Association was called to order at 8:00PM on Tuesday 5 October 2010, President Mike Frye presiding. A quorum was present at the meeting.
Secretary's Report – There was no Secretary’s report.
Treasurer's Report - Kate Holmes, Treasurer, reported:
Tax Benefit Fund Balance $8,345.32
General Fund Balance $66 Thousand
Boat Ramp Fund Balance $ 2,773.52
CD Balance $ 8,436.44
Building Fund (money mkt.) $44,389.02
Old Business -
- Grant for Beach Improvement – The grant money was received and all work on the Cypress Beach Improvement Project has been completed. Congratulations and thank you given to Augie and all who worked on the project.
- Mandrin – Kate Holmes will do an updated accounting to see if Mandrin is current with their payments. The Enclave is still at issue as to what role it plays within the agreements between Mandrin and MBCA.
-Pier Extension – The variance has been applied for. After the variance has been approved, the permit can be applied for. The hearing date for the variance is 23 November 2010. Note: the variance is only necessary because we want to start the pier tangent to the boat ramp (which does not meet the minimum setback requirements). Dennis Gosewisch noted that the critical areas classification for the shoreline in that area is “IDA” (intense development area).
-Surveys – Mike Frye has bids for surveys at the Cypress beach and the beach adjacent to the boat ramp. Contracting for the surveys is in process.
- GSPA dues - The Greater Severna Park Area Council dues have been paid up to date.
New Business –
-Bylaws Compliance - The mailing of the Tax Benefit Fund Budget, General Fund Budget and the Schedule of Meetings for 2011 need to be mailed as soon as the mailing list is provided by the County. Due to the timeframe, the December meeting at which the approval vote must be cast will be scheduled no later than 30 days after the mailing is completed.
- Request received from a resident regarding a property near the intersection of Cypress Beach Road and Natures Way at which the owner is seeking approval to subdivide the property. The MBCA is requested to formally protest this subdivision if such subdivision does not meet the R2 zoning requirements.
- A property on Cypress Beach Road is cluttered with furniture and debris. Mike Frye will check with the County to see what they can do about it under County ordinance.
- Sewage Spills - Mike Frye proposed a meeting with the adjacent Community Associations (on both sides of Dividing and Cypress Creeks) for the purpose of applying pressure – in force – on the County to improve the sewage system infrastructure to remedy the annoying and damaging recurrences of the sewage spills into Mill, Dividing and Cypress Creeks.
- Liability Insurance – Kate Holmes noted that the liability insurance premiums have double for the coming year. Brian Oates made a motion to bid out the liability insurance (second by Kate Holmes). The motion was approved by majority vote.
- Community Building Fund - Mike Frye commented that a Community Building Fund should be established within the General Fund to place non-allocated funds into an appropriate interest bearing account.
